GOD'S RIGHTEOUS RULE

From Cyrus the Great to leaders of late, God is able to use unrighteous rulers to accomplish His righteous rule. You see, His omnipotence is not hindered by man's wickedness. "Who says of Cyrus, ‘He is My shepherd, and he shall perform all My pleasure..." (Isaiah 44:28a).
