God establishes government to restrain evil, not to redefine it. Romans 13 teaches that authority is a servant of God for good, not a substitute for God’s truth. When rulers punish evil, they fulfill their calling, but when they reward evil and punish righteousness, they step outside it. Our obedience to government is real, but it is never higher than our obedience to God. “We ought to obey God rather than men” (Acts 5:29)
